The following scenarios would apply to this request:

  1. School wants an accessibility resource enabled/disabled before starting the test

  2. Student started testing with/without an accessibility resource (e.g. Text-to-speech, translated test directions) and the school wants it disabled/enabled

  3. School want a particular accessibility resource (e.g. pause/replay audio for listening and speaking on the ELPAC) for all/group of their students (e.g. ELs, SPED, etc.)

Scenario 1:  School wants an accessibility resource enabled/disabled before starting the test

Testing coordinators have the ability to enable/disable accessibility resources directly in TOMS following the step-by-step guidance linked here (demo video linked here).

Recommendation would be to enable/disable the accessibility resource for them but also include the guidance linked above so that they can take care of it themselves in the future. 

Communicate that there is a two-day-delay in the availability/removal of the support from the time the update in TOMS is made (e.g. if the update is made on Tuesday afternoon, the earliest the student will have their test with the support enabled will be Thursday morning)


Scenario 2: Student started testing with/without an accessibility resource (e.g. Text-to-speech, translated test directions) and the school wants it disabled/enabled

If a student started the summative test (i.e., SBAC, CAST, CAA, ELPAC, NOT ICA/IAB) with/without a resource enabled/disabled, the test will have to be reset via a STAIRS submission - see guidance on submitting a STAIRS incident here.  The applicable Testing Issue is "Accessibility Issue".

After the STAIRS case has been submitted, a reset appeal will be processed by the CAASPP/ELPAC program within a few hours to a few days (depending on the amount of testing volume occurring across the state - you'll see longer processing times in mid-late May).

After you've submitted the STAIRS case, log into CAASPP/ELPAC TOMS to pull up the individual student's testing profile to adjust their test settings - find guidance for updating test settings here


After you've updated the test setting(s), let the requestor know that the test will have to be reset - let them know you've submitted a STAIRS case to have a reset appeal approved and that confirmation of approval will be sent directly to the LEA CAASPP/ELPAC Coordinator.  The test should not be re-administered until both the test has been reset and the update to the test settings have taken effect (two days after you made the update in TOMS).  


Scenario 3: School wants a particular accessibility resource (e.g. pause/replay audio for listening and reading on the ELPAC) for all/group of their students (e.g. ELs, SPED, etc.)

School will ask if it's possible to enable a particular support for a sizable group of students (10+) - most commonly for text-to-speech for SBAC and pause/replay audio for ELPAC.

Given the number of students involved, it would be more efficient to perform a bulk upload of test settings as opposed to updating student profiles one-by-one. The complication with bulk uploads is that you'll have to include currently assigned accessibility resources in your bulk upload file, in addition to the support being enabled for the group of students - this ensures that existing resources are not over-written/cleared out.

  • Step 1: Download the CAASPP/ELPAC School Level Student Test Settings Report - you'll use this report to transfer all assigned accessibility resources over to the bulk upload template. 

    • TOMS → Reports → Site Reports → CAASPP/ELPAC School Level Student Test Settings Report

  • Step 2: Filter the report for any students you'll be enabling the resource for (based on the school’s request - e.g. for ELs, SPED, etc.).  Note that some students may not have any supports assigned.  Remove all students you won't be updating accessibility resources for (e.g. if the request is for ELs, remove all non-ELs).. An optional step at this point, to make the report more readable, is to remove all columns without values so that you're only left with the resources you need to transfer over to the upload template. 

  • Step 3: Download the bulk upload template - CAASPP ELPAC

    • TOMS → Students → Upload → Test Settings from the Upload Type dropdown → Select the [DOWNLOAD TEMPLATE] button

  • Step 4: Transfer over the contents of the Test Settings Report to the upload template

    • Begin by copying over the SSIDs - maintaining the order they appear in the test settings report

    • Paste the values appearing in the column of the Test Settings Report to the corresponding column in the upload template - note that they will not align precisely (i.e., column U in the Test Settings Report will not correspond to the same column in the upload template). Repeat this copy/paste process for all supports enabled for the group of students you are enabling the support for. 

    • After you've transferred over all contents of the test setting report to the upload template, you'll then enable the requested support in the template by adding the test setting value to all students (e.g. if you're enabling pause/replay audio for listening and speaking on ELPAC, you'll add "TDS_UAV_1" to all rows of Columns M and N in the ELPAC upload template)

      • The values for each setting are found in the Test Settings File Spec tab of the upload template. 

    • Save the file as an Excel Workbook.

  • Step 5: With the file saved and ready for upload, you'll go back to TOMS, navigate to the Students page --> Upload --> Advance passed the Prepare a File page by selecting the blue [Next] button --> On the Validate a File page select the [Choose File[ button to upload your saved template file then select the blue [Next] button.

  • Step 6: Now that you're on the File Validation Results page, the system will now take a few minutes to validate the file for errors.  You'll have to resolve any errors before re-attempting the upload - the system will not allow for partial uploads.

  • Step 7: After you've validated the file, a blue [Upload] button will appear. Select the blue [Upload] button - the system will take up to a half-hour to upload the test settings.

  • Step 8: Download an updated version of the CAASPP/ELPAC School-Level Student Test Settings report for upload to school-facing folders.

  • Step 9:  Let the requestor know that the support has been enabled - provide the link to the updated test settings report for confirmation and let them know the support will be available on the testing platform two days from now.
